I want to see the penguins on the Otago Peninsula but am stuck between three options (I won't have a car so I'm stuck with a tour).

The first option is the Elm Wildlife Tour, which seems well timed to catch dusk (tour runs from 1530 to 2200). Elm tour

Otherwise, there are two other tours: one takes in Penguin Place, the other follows the Natures Wonders tour. These are 4 hours long (including transport to/from Dunedin) but arrive back at 1845 and thus miss the "prime" penguin viewing time at dusk. Flipside though is that they may be more penguin-focused than the Elm tour. The other tours

All the reviews I've found online have been glowing for all three tours. But anyone here have suggestions as to which one will be best for penguin viewing?

We saw them at Curio Bay south of Dunedin in the Catlins, without a car. Not sure how to get there as we had bikes. Why not rent car...cheaper than tour and you see that amazing area.
