Is it still possible to go abroad from Thailand with flight to ex Malaysia or Laos, Vietnam for a week and apply for multiple entry visa there back to Thailand?

You can cross into another country and apply for a Thai visa there . Whether they would grant a new visa or multiple entry visa or how many times they would allow you to do this is at the discretion of the embassy or consulate involved. I think at present not so easy to get multiple entry visa .If you had already done multiple visa runs then it would be better to wait for at least 2 weeks before applying for another visa and coming back.

Do you mean Visa On Arrival visa or non visa (visa exempt) entry ? If you are unfamiliar with all this see this Visa Thread.

You can only get a multiple-entry tourist visa (metv) in your home country or country of legal residence. In Laos, Malaysia, Vietnam, etc. you can only get a single-entry tourist visa (setv). So your basic options are 1) do a simple border hop to get another 30-day visa exemption, 2) visit a Thai consulate in one of the neighboring countries for a setv, or 3) return to home country for a metv.

Also, it doesn't matter if you enter Thailand by air or land, you get the same number of days either way.

SETV is 60 days and can be extended once in-country for 30days at 1900B.

In theory, there is no limit to the number of SETVs you can get, but if they think you are abusing the 'tourist' nature of the visa or (for example) working illegally, they might refuse to issue more.

there is a thread on thai visa's forum where people post about their recent experiences in different embassies around the region

Some consulates and embassies do have limits on the number of tourist visas they issue although sometimes like the Thai consulate in Penang they can be inconsistent. In some cases Thai airport immigration may cancel a visa and refuse entry if they feel someone has spent too much time on cumulative tourist visas. There was a recent case where a woman who had spent 600 days in the last 2 years in Thailand was refused entry even though she had a fresh valid tourist visa.
