Flights from Trat to Samui: can you get one?

Its Trat-Bangkok/Bangkok-Samui. Better try Utapao (Pattaya) Samui direct, its 2.590 Baht online. Or probably Trat/Suratthani with Thai ariways or else if available.

the "connection" is that Bangkok Airways owns both airports

however there's insufficient demand to actually fly direct between the two (I enquired recently at one of their ticket sales offices and nobody thought it likely this might change anytime soon)

next best thing: U-Tapao to Ko Samui

U-Tapao (Sattahip) is much nearer to Trat (Ko Chang, Chanthaburi, Ban Phe, Ko Samet, etc) than Bangkok and the flight from there is cheaper (however it's also much less frequent)

AFAIK only Bangkok Airways fly to/from Trat
