45 minutes is cutting it too fine, no matter how long the flight is delayed air asia will close the desk with absolutely no exceptions on the dot 45 minutes prior to the scheduled departure time. But you should still be ok catching the 9am ferry - I was on the Sea Angel and that took about 1h20m.

There shouldnt be any problems. The ferry ride from Phi Phi doesnt take that long. You can also pre pay for a taxi on the ferry so you dont have to wait once you get off.
