Bia Minh restaurant is what you're looking for. It's at 7A Dinh Liet Street just north of Hoan Kiem Lake and just south of the bia hoi corner that hongha mentioned (Dinh Liet Street turns into Ta Hien a short distance up from Bia Minh). They have a newly-refurbished downstairs, but try the upstairs for more chat and a great street view. Inexpensive draft beer (real beer, not "bia hoi") and decent food.

Another good place is a short walk further north of the "bia hoi corner" on Ta Hien Street, Mao's Red Lounge. Comfortable place, cheap bottled beer, good crowd.
