The thing you really need to be concerned about is traffic.

I live in Hanoi since now 10 years and roam the country constantly, never saw civil unrest nor am I have been contaminated by food. Most food is heavily boiled or fried, so... Get delicious fresh nems only in good restaurants to be sure I just avoid the street sea-food restaurants. The trick ? go only to street restaurants which are full of locals, they know where to eat !
