Try the Camellia Group hotels. Can't be bothered looking for the URL: Just run "Camellia" and "Hanoi" through Google, you'll find their website easy enough ...

Heart Hotel - just on NW cnr of Hoa Kiem Lake - very clean rooms, great location - US$25 per night. Very well run; good English at front desk; will store luggage (we went to Sapa and back, then to Halong Bay)
