I heard mention of a "Tourist Fee". Can anyone elaborate? Is this fee good for travel throughout the country? City by city? Cost? -thank you-

There's a different fee for each place, an entrance fee if you like. There's one fee for the Bagan archeological zone, one for the Schwe Dagon temple in Yangon, another for the Mandalay zone, and so on. Even within a zone covered by a fee you are likely to encounter further fees to enter certain venues.
There is a fee for the Inle Lake zone, and there are additional fees if you opt to go to some of the Pa-O areas, like Kakku or Sankar. These fees go directly to the tribe, which used them for medical care and educational infrastructure. There are a number of places where the local peoples have negotiated with the central government to be able to collect such fees. The fees levied by the central government are supposed to go for upkeep of the sites.

Different places. We paid the Bagan fee upon arrival at the airport. At Mandalay, we paid at one of the sites, for the Pa-O places, we paid at the Golden Isle cottages before we went to Sankar, we paid in town (where we picked up the required Pa-O guide) for Kakku. Some places will ask to check your receipt, so keep it with you.

there are Zone Entrance Fees - as noted above, for different sites and you pay them each at the different sites...eg. for Inle you stop and pay at a small booth on the road iat the edge of Nyaungshwe...Bagan you can pay at a booth. Mandalay you pay at one of the sites (the zone 'ticket' there allows entry into various sites on the one ticket).
There are also some areas of the country you need a MTT permit to travel to - some areas of Naga hills / Putao...and to exit at some land border crossings (with India and China)
You pay entry fees to visit significant sites. The money is used to maintain the sites.
It's rather like France; you pay there to visit the Louvre, or Versailles Palace, or many other places. However in France, as we know, your money is used to buy cheese and wine for Francois Holland and his pals. Sigh! Nothing we can do about it, really.
