Yes...I can read....So ONE of the 3 examples you used was (maybe) correct...as I said...maybe you should comment more based on actual experience rther than 2nd or 3rd hand comments..
FEB in Mandalay do change $oz, and I see absolutely no reason why their branches in Yangon wouldn't. If YOU had actually it then I,d believe it..otherwise, just more hearesay that gets to prevalent on these forums.....

Northern breeze money changer next to the Thai embassy just off Pyay road in Yangon changes AUD and at least 8 other currencies.

Thai Baht is now a breeze in most places as other posters have mentioned.

C B Bank in the departure hall of the domestic terminal at Yangon AP changes Malaysian ringgit as well as US, Aus, Sing dollars and Thai baht.

Noticed some money changers are now offering lower rates for smaller denomination Sing $ notes, which wasn't the case when I last visited in 2015.
