Some people in 4WDs did it last year.
BUT you need connections.

That was a major world Expedition, sponsored by a major international groups. It required a huge coordination with Yangon and also the various tribal groups and war lords to insure the safety of the caravan, which meant armed escorts, and major diplomatic and quasi para military blessings....

The answer is NO. The permits needed would only get you across, then you would have to fly over the restricted areas..
