Is Mrauk U not flooded? Also still some trouble in that area. Its still excluded area on FCO site.
In September I would pick Loikaw, less likely to have floods and is nearer, Chin state and Mrauk you need 4-5 days, either long bus rides each way or expensive flights and then bus or boat, its also gets far more rain than most of the rest of Myanmar.
It depends on what your interests are. Do you like visiting tribal groups or historic Burmese temple architecture? Loikaw and the Chin State are best for visiting tribal groups and both are just now starting to get noticed on the travel radar which means less tourists. Mark U does have both aspects available. It is fantastic for historic temples and you can take trips to Chin villages. The one caveat is that the villages you visit near Mrauk U are fairly touristy now.
All three are a little more expensive to get to, stay at and arrange guides (necessary).
Loikaw has direct flights from Yangon, a 7-hour scenic boat ride from Shwenyaung (Inle Lake) or an 8-hour bus ride from Taunggyi or Aungban. Guides and transport in Loikaw are fairly expensive.
Mark U requires very long bus/boat rides or a flight and then a boat from Sittwe.
Chin State has either long bus rides (7-9 hours) or a flight and still maybe a long bus ride depending on where you plan to go and from where. Accommodation, transport and hiring guides are more expensive for what you get than elsewhere in Myanmar.
Ah! Forgot trip is planned for September! Yes, Mr auk U is seriously flooded at the moment almost to the point of being totally cut off. Back to the drawing board as the saying Goes!!

Oh thank you. I think you all helped to decide. It would be a pity to tray to get to mrauk u and be stuck there due to floods. I gues in September is more safe to go to Loikaw. I wrote one guide and they told me this prices

That is about the price I paid in Feb for Loikaw...guide was $35 US a day, and car and driver was $65 Us a day (paid equivalent in Kyat). Some people now are being asked for $150US a day, and up to $180 US a day for Kayaw village.
Of the 3 areas I'd suggest Loikaw for sure, as it is changing FAST...Chin state isn't going to change much the next couple years, and neither will Mrauk-U. But, for visiting Loikaw allow enough time, and $$, to do at least 2 days to villages, not go there for just one day trip.
Kayaw village is a full day as it's a couple hours drive each way. You could do Kayah and Kayan (long neck) villages in 1 day...there are a couple other tribal groups around there also. Panpet is either one of the Kayan villages, or Kayah, I think Kayan...??

If I want to visit Loikaw is to know the culture of disferent tribes like Long Neck (i've heard they are not forced to wear there) . I don't know if the proposal of the guy is good and if he means 3 days. Sorry but the names and places for me is difficult right now. Thank you

yes that is 3 different days, but just are his options for you...you don't have to do all 3 days obviously.
Panpet I think is one of the Kayan (long neck ) village...??...but ask the guide you got the quote from. He will tell you.
Kayaw tribe - they are different (they are not long neck women)...they are several tribes around there with similar names, but they are also somewhat different....Kayan, Kayah, Kayaw...
To visit the Kayaw village is a full day trip as it is 2+ hours drive each way.
Another day you could visit the Kayan (long neck) village, and also a Kayah village...those are closer to town.
No, the Kayan women are definitely not forced to wear the neck rings...not at all.
I wouldn't waste $$ or time on Loikaw just to visit caves with the guide...
