is it possible to travel by boat or bus from Myitkyina to Bhamo? I plan to do this trip in November.
No, I'm afraid that isn't possible due to the ongoing fighting in that general area. The only way to travel from Myitkyina to Bhamo is to fly. You also cannot travel north of Myitkyina overland. You are allowed to go south from Myitkyina overland by train or bus along the road or railway towards Mandalay! Good luck
You could possibly get from Myitkyina to Bhamo by an alternative Route! If you travel south from Myitkyina As far as the small town of Katha it could be possible to get a boat from Katha to Bhamo. I guess it depends how much time you have because it's a long winded way of doing It!

as above....hasn't been allowed since around 2011....and most airlines fly Bhamo TO Myitkyina as part of a 'circular' route originating from Mandalay/Yangon...I think only 1, maybe 2, fly the Myt-Bhamo direction...

As Chris says, back along the Mandalay rail route until Naba, from there to Katha, overnight there, then by boat upstream to Bhamo. Quite a detour but the only alternative to flying.

Usually people go to Bhamo to then take the boat downriver towards Mandalay...not sure if this is what the OP is planning...??....but if it is then going down to Katha then boat back up to Bhamo is not much point...

Yes, it would involve quite a bit of back tracking.
Sort of the same if you go to Mykt overland - and back...
