You cant get USD from ATMs in Laos, but you can get Kip.

you can get USDs from some bank, certainly in Vientiane, and in Vangvieng, however, in VV there is 6% CHARGE.

YOu can withdraw up to 700,000 kip=~ less than U$70 from two ATMs in Luang Prabang, both owned by BCEL Bank: one is on the mainstreet near Nazim's Restuarant and the other is at their office next to the Lao Airline office near Wat Mano. But they do not take VISA, yet, though they do take MC and the Mastro network.

PS--a number of businesses on the mainstreet [esp. travel agencies] and the banks can arrange for a cash advance on your credit card but again they do charge a commission.

Yes JH27, but not run into that often by tourists. Large Chinese population changing RMB all the time, Chinese from China that is. Banks should do it but I'd check the markets for rates too, not sure if there is a black market, also gold stores of course. Up north you see wads of RMB at the money change in the market. Look Carefully in the case upper left, The Great Helmsman in all his glory. Mao jew shwee wan sway!
