Are these places worth visiting as we arrive in Pakse 11th January so waters will be low I guess - any info on routes and accom would be appreciated

I enjoyed them, I went via moto over 3 nights in the Bolevan. But you can do this route with Green Discovery in Pakse, next to the Lankham hotel, or take local busses, in a big loop. They offer day trips, overnight and also 2-3 nights staying at resorts like Tat Fan etc.

If you have the LP Laos, it also mentions the all the waterfalls along the way. The market in Salavan is a great one, huge, i left my moto and backpack outside and went in to investigate, bought lovely silk coverings fabric for pillows for my sisters, and also some darn good chow, they have a lot of other things as well, Salavan is a huge Hub and a pretty big modern up and coming city/town, not to mention the roads through all the villages are nice, buy fresh fruit on the way. The waterfalls can be tough to find, but just stop and ask any local on their porch, make the swimming motion, and they will point you on the way, or in my case more than once, the kids in a village were happy to jump on my moto take me there, and they love to swim and goof off...

Attepue has a morning market under the new bridge that heads east to Vietnam border, and the town is nice, pretty shady, and also the cuisine and cafes here are superb, and also a couple beer gardens and discos on the river.

The best part of the entire area for me, was after Laung Prabang at Xmass, and then Vang Veing and the Capitol, and New Years on Don Khong and Dont Det, the Bolevan area had few if any tourist, and its off the beaten path, the locals are very welcoming and the villages are mostly traditional.

Not much in Salavan town in the way of sites. Attapeau is a lot prettier and has waterfalls and a few other day trips in the area...
