hopefully this won't be seen as such a stupid question, i just want confirmation really.
do you need documentation of your police record when applying for visas?
i'm figuring that once it's just a vistor's visa it's not necessary and i haven't found it listed on any information i've found, but just to be sure.

Huh? You need a passport with at least 6 months validity, a passport size photo and US$20. No other documentation is required (unless you happen to be from one of the very few countries on which Cambodia places special requirements - Afghanistan; Algeria; Bangladesh; Iran; Iraq; Pakistan; Saudi Arabia; Sri Lanka; and Sudan.)
I thought these countries that you mention need a visa beforehand and cannot get one on arrival in any case.

True. Lemonhead was not specific about whether he was talking about visa on arrival or applying at an embassy overseas. But, yes, those nationalities cannot get visas on arrival and will be subject to special documentation requirements when applying for a visa at their local Cambodian embassy.
