I think I know the answer to this, but here goes...

My iphone was lost / stolen yesterday, and today the "Find my iPhone" app shows it to be hundreds of miles away from me. I have reason to believe that the person responsible is a manager of the temple protection group at Angkor Wat, but no proof. Given that I don't have insurance, is there any point making a police report?

The police will charge you money for the stolen iPhone report, because they will believe you will make an insurance claim, no matter what you say.
However I would still report it to the police, and maybe contact your embassy. Thieves rarely give up after only one theft. Your suspect if he is not brought to account, will steal again, and if enough tourists make complaints maybe the police will do something.
Get the police to phone the number. If the sim card is not changed, maybe they will get a clue.
An iphone can still be traced but I doubt Cambodian police will bother - not unless you offer them a reward.

I agree that the expense for a police report is likely to be a good investment. Your insurance company might not be very sympathetic to you explaining the absence of a report with police corruption.
Is there any easy way to contact the insurance company right away? They might give you the necessary guidance to avoid mistakes.

To make it clear, I do NOT have any insurance for the 'phone. So a piece of paper from the police would be of no value at all. The only benefit from reporting it would be if they managed to retrieve the 'phone (possible because Apple can track where they are) or at least took action against the thief.

In that case save the time and money. Any contact with Cambodian police is a waste of time and, if unlucky, also of money IMHO.

Even if this didn't happen in Cambodia , I don't think its a job for the Tourist Police either. They have more important things to do. Same as going to your Embassy.

You could try but I do not hold my breath. They are likely to be more polite and sympathetic. As to the desired outcome of your initiative I still believe not much hope.
On the other hand, if you have time on your hand I agree with you that at least getting the case on the book is worthwhile. If this poses a problem such as delays, long talk you know what you're dealing with.
If you do go that route any info you could post here would be of great value to many others in the same situation.
Years ago, I lost once a camera stolen in a taxi from Koh Kong. The car driver and one person were the only possible thieves. Police just stood standing next to the driver and smiled. Add to that the scenes of SHV police extorting money every 300 meters in SHV, I gave up on those characters.
The police in the kingdom is a repressive apparatus serving H.S. in exchange they have a license to do whatever suits them. Think of Corleone, Sicily. One family in uniform, one without.

We lost a camera years ago on a Government bus going from Bangkok to Chiang Mai. Happened in the middle of the night in the middle of nowhere. So happened a policeman was there and took my husband and another NZer ( didnt know him but he spoke Thai) to the police box. We are pretty sure the guys in orange were the culprits. Got a police report and insurance paid out.

Try offering the police a $30 reward if they get the iphone back. It might work.
