I am in Cambodia end of April for around a week. Wanting to experience Phnom Penh and Siem Reap and also see some of the country. What is the best advice in regards to doing this on a bike. Is it better to hire from Siem Reap and complete some day bike tours from here or can you hire a bike from Phnom Penh and ride to Siem Reap.

Are you referring to bicycle or motorbike?
I'm not aware of any company in Cambodia that lets you hire in one town and drop off in another.
Do you have experience riding in roads in SE Asia? If not you may be in for a shock. Also, riding a motorbike in Cambodia may mean that your insurance will not cover you if you have an accident.
Lastly, April is probably the hottest month. You'd want to be very fit if you're planning to ride a bicycle around the temples at that time of year. People who decide to ride bicycles around the temples near Siem Reap often underestimate the distances involved.

Riding a bicycle around the temples is a great way to explore Angkor. The big circuit which covers most of the major temples is 43 km.The smaller round which covers all the big name temples is a bit over 20 km.Can be done easily for a reasonably fit person in one day.
Concerning motorcycles, isn't it illegal to rent out bikes to foreigners in SR.At least it used to be in order to provide employment to local Tuk Tuks and motos?
