Are the people only taking USD $ or can i also bring some 'stronger' EUROs (€) ?

Also: do i really need to bring foreign cash? Or can i just go to the ATM in PP an take Riel?

You can make due with ATM's no problem, you will get USD from the atm's in PP not riel. You will get some riel as change over time.

Everything there is quoted in dollars, hotels, restaurants everything except for smaller local stores. I'm sure you can use Euros but they would simply determine an exchange rate from the dollar and charge you that which is unlikely to be as good as the rate at which you could getting dollars from the atm.

ATM's dispense USD$. Most gold shops double as moneychangers and give the best exchange rates. With that in mind either withdraw USD$ from the ATM's or bring €'s in and exchange them at gold shops into either USD or Reil.

It would be nice if the country would switch to a euros but it hasn't. So as others have said, change your euros to dollars. ATMs give USD. You don't need much riel anyway.
