You can obtain a Visa at the main border crossings into Cambodia, or at the airport upon arrival. bring Passport photos, and check the FAQ. Or hit the Cambodian Embassy in BKK.

I am not sure which bit of the visa thing is confusing... the Thai bit or the Cambodian bit.

People from many countries dont require a visa to enter Thailand - if you are one from one of those countries you will be allowed to stay 30 days and then you will have to leave - when you re-enter Thailand the same circumstances will apply.

People from many countries can present themselves at the Cambodian border and get a visa on the spot. Just a photo and US$20 required.

Best place depends on where you will be in Thailand and how much money you have. If in BKK by far the cheapest and quickest way is to catch a public bus to Aranyaprathet. You can also go to Trat and cross at Koh Kong or you can go to Sisa ket province if you are going to be in the mid north east of Thailand. If you plan long enough ahead you can get a very cheap flight from BKK to Phnom Penh on Air Asia or for considerably more you can fly from either ChiangMai or BKK to Siem reap with BKK/Siem Reap Air.
