check out Citibank. They have a service that don't charge you anything for overseas withdrawal. Beyond that you can ask them if they will allow for changing of base country to Singapore.

Forming a business association now in the community; people have various agenda.... politiking not my thing, just heritage. Other things are good, hostel and tours. Also doing a course now, keeps me out of trouble as they say... tho some say it will get me into deeper trouble... man, it feels good to be back in school even if its only part-time.

HSBC still offers offshore accounts, which are held in Singapore. Even for non-residents.

There is a site on the HSBC website, just google 'HSBC Offshore Singapore' and you'll find it!
