You may also want to check out how valid the qualification from Thailand would be in your home country. I'm from the UK and I know that, while the Koh Tao centres' PADI certificates are find in places like Oz and NZ, if I wanted to use it at home, I'd need to do a small 'top-up' qualification.

I did my Dive course in Koh Tao. DO NOT do at Budha View Resort - they mistreated me, were very rude and just wanted to take my money. I dealed with a local at the harbour when I arrived, once they took me to the resort they changed the prices. I strongly suggest Sairee Beach Resort and Dive School.
