The official line seems vague. Disaster struck yesterday and my passport was badly damaged (I am blaming someone else as I am extremely careful with our -6!- passports but that's irrelevant to this). Currently in Thailand and hoping we can obtain two month, extendable, visas for Indonesia from a consulate/ embassy and had been thinking Penang (to avoid several days in Bangkok but also to see the town but will have to check if they would give to me without a proper passport. I will need two months in one place in order to get replacement passport. Otherwise, hopefully will Bangkok will and I do need to go there anyway.... However, if Penang says they would do this, can I get in in the first place, anyone know?

If your passport is ruined, how are you going to cross to Malaysia??? is my first question...Did I miss something....You HAVE to go to BKK...

My understanding is that with emergency travel documents, you can only use them to get back home. They are not like these stand in passports that you can use to continue your travels and I'm pretty sure you can't use them to apply for visas either.

I hope I'm wrong but I think you are stuck in Thailand until the replacement passport arrives. I'd be thinking about how you can get an extension without a proper passport to avoid overstaying if you only got 30 days visa-exempt on arrival. I've a feeling that you might be getting rather more acquainted with the layout of and the personnel who work in your country's Embassy in Bangkok than you had expected.

An emergency travel document should be made in a day in Bangkok (from info online, I will check) but Indonesia visa take a few days and I would rather move on.

No, they are marked with up to 5 countries and entry dates for each. I do not live at 'home' anyway and do have to leave Thailand within 4 weeks.

I got an Emergency travel document in Cape Town once and I used it to fly back to London with. I had to change planes in Rome. At the Consulate they specifically said for me to make sure I got on the London plane and not try to go through the Italian customs with it. It's not a passport and doesn't even look like one.

You just have to go the Embassy in Bangkok which you have to do to apply for your replacement passport anyway, and bring all the evidence of your travel plans that you have. Maybe you can go on to another country and I hope you can, they'll tell you there at the Embassy what you can and cannot expect to do with an emergency travel document. You will not be the first they've seen to have got into this kind of situation.

I guess you hadn't specified Italy and an entry date for it then? I have no desire to be without passport but am not in a position to extend stay in Thailand so need to get somewhere I can.

It takes at least 4 weeks to get passport from documents in UK. I have needed to get a renewal abroad before when these were printed locally but now it takes much longer to do.
