How long it take by taxi?

I would consider taking the MRT. It runs direct from the airport. I wouldn't bother going as far as Little India station as this would require a change; get off at Bugis; it's only marginally further from Perak Road than the Little India MRT.

The compromise would be the airport to city shuttle bus. Cheaper than a taxi but will take you to the door of your hotel -

Ditto.
The ground transport shuttle van is a great option - I have used it a few times in Singapore.
You may have to wait 5-10 mins for the next available van and share it with others, but it is a cheaper option if you're looking to save a few $$ along the way.
