I think you could do it - my daughter did a 24hr stopover in Singapore - did lots of sightseeing and didn't spend anymore than she really had to. Though I would suggest heading to Raffles and having a Singapore sling - the experience is worth the cost of the drink (from memory $25 singapore)

here are some ways to save on your Singapore travel:

If you are here on a Friday, visit the Asian Civilisation Museum from 7-9pm. Hefty discount.

Take the train to Bugis Station. When you exit, look for the Bugis Street Bazaar, a covered area with a lot of knick knacks. There are also lots of cheap eats around here. Like the others have said, eat at what the locals call 'hawker centres', which are basically food centres with lots of individually owned stalls. Also look out for the mangoes at the fruit stalls. They are in season :)!

From Bugis Station, you could also walk along Victoria Street until you hit the junction with Arab St. Here, start your walking tour (freee!) of the so-called Malay-Arab Quarter, known commonly to locals as Kampong Glam. Take a look at what the area looks like on this page:

Do drop in at the Arab St shops and visit the Sultan Mosque, pretty interesting sights there.
- Browse also the side streets in Little India (again free!) Start at Little India Station MRT. Authentic Indian shops catering to the locals. Also 3 major Hindu temples with pretty interesting sculptures. You must also try the 24/7 Mustafa Centre, which literally sells everything you could imagine. Good if you need to do any last minute shopping past midnight.

Best advice: drink tap water, it's free and clean.
Eat at hawker centres, average meal around 2 quid.
Stay at backpackers (6 quid per night)
Travel by public transport with ezylink card (cheaper than buying tickets) around 30p per trip
Sit next to locals at the hawker centre and say out loud 'gee, if I had some more money I could enjoy another beer/meal/whatever'... they will shout you- great people!

Ditto... The Raffle's Singapore Sling is a complete waste of money and a disaster to the taste buds. I have had Kool-aid that tastes better -- and Grape Juice with more alcohol than it.
The Raffle's Sling is for those who consider eating at Hard Rock Cafe an international cuisine experience...
