I've stayed at the Fragrance Emerald in Geylang several times. The 'short time' trade is kept on different floors from the 'standard' tourists, you will occasionally share the lift with a young woman in an outfit rather OTT for daytime, and an older man with a big grin on his face, and they will go in different directions when leaving the hotel - but the area does not feel at all unsafe, just keep the usual eye on your possessions on the street although I've never had any trouble. Plus Geylang has loads of excellent food opportunities at prices a fraction of what you pay in the centre.

The hotel is a little 'tired' but everything is clean and works, it is quiet despite being just off the main road, checkout at 12am and they store luggage. Changi 20 mins.

15 minutes on the bus to the centre, about the same on the MRT plus the walk of 9 mins to the station. Not what I call 'far out'.

another recommendation could be at east coast area, le peranakan hotel.

Haising Hotels cheap....at 39 Bencoolen Road... Also consider the Mittra Hostel in Little India on Serangoon.....

Or my current absolute fav...the 5foot Inn right on Pagoda Street...right at the "A" exit from the China Town Metro station..AT 61 Pagoda Street...100 feet from the METRO escalator...!

The Haising Hotel is at 37 Jalan Besar which is the continuation of Bencoolen St.

5 foot Inn Hostel...at 61 Pagoda Street...is cheap and a great place to stay...(stayed there twice)

And you can get there quickly and directly from the airport without a taxi...! Just take the Metro from the Airport to the Chinatown Station...about $3.50Sg....use the "A" exit at Chinatown...and you are only about 100 feet from the hostel door...on the right side in the '5footway'... Then...go back to the airport the same way...with no major transfer issues on the Metro...

I used to like Hasings...but it requires a Taxi to and from the airport...$20 each way?... Haisings is probably the cheapest place available...for a private room...

But 5 foot Inn is my new favorite ... it sits right on the Pedestrianized Pagoda Street shopping and eating area...walk to anywhere...great food courts...bars...and a few interesting Temples near by...the Hindu Temple at the end of Pagoda Street...and the Buddha Tooth Relic Temple on Sago Street very close by...
