from budget terminal to terminal 1 in singapore changi airport

i went by taxi it took about 10 minutes & cost about 11 SGD

there is also a bus (cheaper, but i was in a hurry after my flight was delayed so didn't risk it)

Huh???? The Budget Terminal is all in the one building.
U just clear immigration, pick up your luggage and clear customs and walk to the check in desk for your next flight, all in the same building.

To get to terminal 1 you take the free shuttle bus which runs every 10 mins that time of day and takes about 10 mins.

taxi is 10 minutes, bus is longer - maybe 20 minutes

Both bus and taxi will take about 10 mins. Maximum wait for the bus should be 10 mins, but it is only a small bus and can fill up quickly in busy times.
Also the bus goes to terminal 2 and you have to catch the automatic train to terminal 1 or walk.
So all up allow 20 mins from budget to terminal 1, plus any time waiting for the bus.

As the others said, taxi will take about 10 - 15 mins, depends on traffic. But I'd double that just to be on the safe side.
