I think asking Tiger Air would be a pretty good idea...

There is one other issue that you may need to consider. Often I find that when an eticket is paid by credit card, then the credit card holder must be part of thye travelling party. So if you are travelling alone and the ticket is paid by c.card then it may have to be your own card. I don't know what you can do if you don't have your own card.
That system seems to apply with most airlines I use but I don't know about Tiger so check their conditions. Don't just turn up at the airport with a ticket booking paid for by your parents.

I don't know much about the other stuff, but various friends living in Asia would often send their kids unaccompanied on flights to and from their home country. Younger kids (under maybe 12 - that's a guess) had to be escorted from check-in to the plane etc. by airline crew but that would not apply to a 17 year old. But turning up in Singapore without accommodation arrangements etc. may well prove a problem.
