My LP book has info but no mention of a bus from the Manila airport to San Fernando...anyone know of a bus serving this route?
Don't know about direct from airport but certainly numerous(both air. con and non-air con) from Manila terminal going to Laoag(top north of island) will drop you off at La Union. It is about 6 hours. If you are going to La Union you are obviously male and over 45?

Male and over 45? StereotypesRus, it seems.
Maybe he just surfs, and wants an accessible mellow beginners break.
Partas is one of the better bus companies on that route, Google will tell you where the terminal is. There won't be a bus straight from the airport.
OP - If you are really going there for the surf then San Juan a few k's north of San Fernando is where you want to be(also 'resorts' of a kind there) however note that waves are not great and are fickle. Having just spent 3 weeks there and NEVER seeing a non-Philippine female or a foreign male under 45(and the great majority were over 55) I think I am entitled to think in stereotypes and I did eschew using the expression "sex tourist" in connection with La Union(however my comment was intended to be humourous not offensive!). I did tell you what destination to look for but don't thank me. And I thought the Cuba branch was prickly!

Last time I was in San Juan there were a fair scattering of youngish foreign surfer types, including a group of French girls. Yes, the break is in San Juan (Urbiztondo, San Juan, to be exact) but most people just refer to it as "San Fernando". The waves are actually fairly reliable from October through February or so, and because it's accessible and beginner-friendly, a lot of surfers prefer it to the east coast surf destinations. The waves aren't gorgeous or photogenic, but the bottom is soft and the paddle out is short and easy, which is an advantage.
What we see often depends on where we look, a useful thing to remember when generating stereotypes. If you sit in girlie bars, you'll see sex tourists. That doesn't mean that's all there are, it just means that's where you're looking. Not sure I'd buy the stereotype that any foreign male over 45 is a sex tourist, either, or the stereotype that all sex tourists are over 45.
You're certainly entitled to think in stereotypes, though I can't imagine why you'd want to. The rest of us are equally entitled to point out that you are thinking in stereotypes that reflect only your limited experience.

If it's about surfing, how about considering Siargao in Surigao? Tho you have to take the plane from Manila to Surigao. From Surigao to Siargao would be another transport.

I'd suggest breaking your trip. Take a taxi from NAIA direct to Angeles City. Stay a few days and take in a cultural show or two to get you in the right frame of mind. Then take a bus to San Fernando, La Union (some Angeles hotels also do a mini van service to San Fernando).
Alternatively, go at easter to San Fernando, Pampanga to watch the crucifixions, or join in and get yourself hung up...Enjoy!
MAY THE BLESSINGS BE!
