Look what I found on wikipedia:

"In October 2013, the Daily News Dig proclaimed the waters of Linapacan Island so clear that the said global website put it on the top of their list of 35 waters to swim in around the world before one dies."

http://dailynewsdig.com/35-clearest-waters-world-swim-die/

Not surprised, there is a pearl farm on Linapacan Island, which needs completely unpolluted waters.

There are cheap boat trips to Linapacan from Coron on the local banka boats, but they don't run to a regular timetable.

In mindanao near general santos city their is a certain beach resort called lemlunay beach resort. A haven for divers. We stayed their and my brother told me their is a school of fish swimming near the resort. The bay near the resort is a protected area. But quite expensive compare to any resort. But ive hear that their is a tent area.

Lemlunay is overpriced (2013) but good for diving.

However, you are kinda of far from civilization.

I live in Coron and often frequent the Linapacan area and, when the waters are flat, they are so clear it is ridiculous. Like glass. Excellent snorkeling. I was on one island where a Japanese family lived for a while and moved away rich after they cleaned out the area of pearls. Besides some private tour companies, the easiest way to get to the area is by Marphye's banca ferry, some details here:
