Hi guys, we will be only 3 days in Cebu, and we really want to do Bohol tour and Oslob whale sharks' watching; any good travel agency/tour operator that you can suggest me?
I'd like to book something in advance because I don't want to risk once I'm there.

Most of the people in this forum don't use travel agencies or tour operators, DIY is more popular.
Big Jim has a trusted driver in Bohol with whom you could organise a tour in advance if he is kind enough to provide you with contact details.
I haven't been to Oslob, but I understand there is a ferry from Tagbilaran to Argao, from which you could take a relatively short bus ride to Oslob. The whaleshark watching is a morning activity, so it would be best to stay overnight in/near Oslob

I wouldn't bother engaging some tour company in Cebu either.
with these kind of very short itineraries/timeframes, A LOT depends on your exact time of arrival in Cebu i.e. what time the plane hits the ground, whether it's 10am, or 4pm.
and as usual, they have only said they have '3 days'. They haven't said how many NIGHTS they have. That makes a huge difference.
