What will the weather be like in Boracay and Palawan in August?
Boracay weather will be unpredictable. Though it is classed as raining season, last year August was mostly sunny with a few showers. The popular White Beach is breezy (compared to being calm in high season), and becomes popular with kiteboarders an windsurfers.
Here's some more info and suggestions for Boracay.
#2, out of interest, where did you hear that weather info?

When I was there last year at that time it was very hot and HUMID! Also there was rain while the sun was shining. Its very unpredictable. In Boracay there was not many tourists, if any there were many Korean visitors. Beach was not crowded and was just right. I recommend staying at Fariways and Bluewater.
Yeah, if you are not a golfer it's miles from everything and all the bars, restaurants and beach...

Will you please stop saying this? It's just not true.
There are 4 distinct climate zones in the country, each with its own weather pattern. The late May to late Sept. "rainy season" driven by the SW monsoon affects the westward facing areas of the country, like Manila, PG, Boracay, etc.
In eastern Mindanao, for example, the rainy season is December-February, and it rains buckets. May-Sept is dry.
