I was stopped at a roadblock between Lutopan and Toledo in 2010. Just like the OP, I had no license having stupidly left it at home. Not a mistake I will ever repeat.
it was easily the trickiest roadblock/checkpoint incident I've ever been involved in. I tried telling them that I had a license but that I had just inadventently left it at the hotel, but they weren't impressed, and weren't buying it. I realised it wasn't going to be like when they pull you for not wearing a helmet, and there is this short parley, you give them 2-300 pesos and you are on your way. They threatened to impound the bike, eventually took the keys and drove it off. Then the bike re-appeared, being driven by one of the senior cops. He invited me to hop on the back and then he drove off to nowhere in particular and we began talking, whilst the pair of us were on this moving motorcycle and both not wearing helmets, about how much money I would have to 'donate' to get the motorbike back. The whole process took about an hour from the moment when I was stopped to the moment when I drove away. In the end, I considered myself lucky that in the end they accepted 1,000 peso pay-off.
as a general rule you are only ever stopped at roadblocks/checkpoints close to bigger towns. All the times I have been stopped it has either been in, or close to, big towns.

AFAIK the penalty for not producing a drivers licence is a fine of P1500
