Hello!

I'm heading to the Philipines end of February, beginning of March for 3 weeks and cannot make up my mind on where to go.
So far Palawan and the Visayas seem the most well rounded but the country is so big I am really lost. Can you give me some pointers?

I am a solo female traveler and this will be my first trip by myself outside Europe. As I understand this is not the kind of place where planning everything to the last detail will work and that is why I am asking for advice.

Stuff I want to do: surfing, diving, swimming with whale sharks, hiking (either easy level by myself or a little harder with a guide), visiting nature beautiful places, hanging out and relaxing in general.

How many regions do you recommend to visit, and which?

Well, for first time visitors and given the stuff you wanna do, I guess, the Visayas and Palawan will be alright. You can also add in some days in North Luzon. It's also relatively safe in those areas.

You can go Surfing in Siargao (Northern Mindanao, near the Visayan island of Leyte), Diving (throughout the Visayas), Swimming with Whale Sharks (Either Donsol or Oslob, but the latter has poor reputation), Hiking/Beautiful places/Relaxing/Hanging Out (pretty much everywhere in Visayas and Palawan).

May I suggest the following itinerary:
WEEK 1 (Culture+Highlands): Manila (Intramuros, Makati, Mall of Asia) plus North Luzon (Banaue, Sagada, Batad) OR Central Luzon
Spend at least 1-2 days in Manila then the rest of the week at North Luzon. You can fly from North Luzon to the Visayas (Cebu) via Angeles City. A caveat: do not skip going to at least one mall. It's part of Filipino culture already, and you'll see a microcosm of Philippine society there. Recommended ones are Mall of Asia (for it's size)and Greenhills (cheap clothing, bags, etc.)
WEEK 2 (Beaches): Either Western Visayas (Boracay-Iloilo) OR Central Visayas (Cebu City, Malapascua, Oslob, Panglao, Chocolate Hills) OR Pacific Seaboard route (Daet, Naga, Caramoan, Mayon Volcano, Donsol > Biri Island > Siargao)
The Pacific Seaboard route is significantly less touristy than the first two. Admittedly, you'll need a more adventurous (or hectic?) pace since it covers much more areas than Western/Central Visayas, but the variety of landscape is definitely rewarding - you got beaches, snorkelling, diving, volcanoes, etc.) As for the usual destination places of Boracay and Cebu, the pace is leisurely, and you're bound to meet fellow tourists there.
WEEK 3 (Diving/Snorkelling/Landscape): 4-5 days in Palawan (El Nido, Coron), then spare 2-3 days for Around Manila (Tagaytay, Corregidor)

they are ambitious itineraries those in reply #1. Not impossible, but definitely ambitious.

the way I look at it, is that you should be thinking of days, not weeks. How many days. Not how many weeks. So let's say the three weeks is 21 days or 20 nights.

including travel time I think you should allow yourself 5 days in each place. So that is not all that many places is it, in 21 days. It's only 4. And 3 could well be enough, if the destinations are carefully chosen.

a key early decision to make is do I want to spend any time in Manila or not. If it's no, then get the hell out of there straight away. No matter what time of day or night you arrive, there will always be a plane leaving for one of the larger provincial cities in only a few hours.

once you choose the destinations you are interested in, then you have to figure out a way to get in between them and then out of the country at the end. Once you've done this, that's when you DO have to make a travel plan.

Maybe you should try heading North? I have been to Ilocos Norte and Ilocos Sur and it was beautiful even if it was only for 3 days. Especially if you are fascinated by unusual rock formations and the view of the whole region as well as the beach. It's just awesome.
