Someone knows if Pulau Perhentian is a good place for snorkeling from 5 to 20 november? Because of the rain, I'm not sure.
Its difficult to predict the weather accurately, but it is probable that there will be considerable rain that time of year.
If so,it won't be good for snorkelling...safer to stick to west coast Malaysia (or Thailand) this time of year......
Your problem is the winds the monsoon brings rather than the rain. Even if it is not raining and bright, the sea will be churning beneath the suface, currents will be strong and visibiliy will be poor. If you are flexible with your travel arrangements, you could wait and see, you may be lucky this year and the monsoon arrives late but if it were me, I'd make other plans.
IMO the snorkelling around the West coast of Malaysia and Thailand doesn't compare to the Perhentians

I have snorkeled in November at Perhentians and the water was clear enough , but that was in the era when there was fringing coral off the beaches . Many reefs have become spoiled and degraded . But sometimes conditions can become intolerable by October. You also risk being stuck there if weather becomes bad as boats may not be able to go back or forth.
PICTURE - Perhentian Besar island (big island) in November.
Have been there just one week ago. The day I've took an snorkeling boat tour was little cloudy, but enough to do snorkel while visibility was not as in photos you can see of other seasons.
Did see a lot of fish, coral, turtles and sharks.
Maybe you can check my photos here.
Other problems you can find are that many places are closed or are closing now, specially the cheaper ones.
And also that tours don't leave without enough people, I can't go to Rawa island for that reason.
Better in a weekend when locals go.
