Thanks to everyone for their replies. I have today received confirmation from the Indonesia Consulate in Johor Bahru (Malaysia) that they issue 60 day tourist visas to Australian passport holders...perfect, no need to plan a schedule for Sumatra simply to extend a VOA!
For those who are interested, although 60 day tourist visas can not currently be obtained in either KL or Penang, I have received confirmation via email from the Indonesia Consulate in both Johor Bahru and Kuching that they do issue 60 day tourist visas.
Out of curiosity, what about Kelas III offices...what are their capacities in terms of tourist visa extensions?
I recently wrote to a number of Kelas III immigration offices (kantor imigrasi), and a couple of them replied. They both said that all immigration offices in Indonesia (Kelas I, II, and III) can process a VOA extension.
Their replies weren't long or detailed, but they seemed to be pretty clear. Here they are in full:
*"you can extend your visa at imigrasi palopo; as long as i know, immigration kelas III can extend visa on arrival."
"It is possible to extend your 30 days visa on arrival at any nearest Kantor Imigrasi office from your location, including Kantor Imigrasi in Pamekasan."
"It is possible to extend your 30 days visa on arrival at any Kantor Imigrasi office, Sir. Every Kelas is provide all services for extend visa, except for the special case. However, for 30 days visa on arrival and 30days/60days visit visa you may extend at any nearest Kantor Imigrasi office."*
