Does anyone know if it's possible to buy panniers (good quality) on Bali?
Also if a fairly good digital camera would be easy to find, or if it would be cheaper to buy one in Australia?

I doubt you would get a better price in Indonesia on imported goods. When buying from Oz you will get the correct warranty and also be able to buy duty free (~10%) if it is more than AUD300. Also less chance of being ripped off (obsolete model). Some specials on sale in Oz are good value and you can still get the tax refund.
