I have found the link I have seen:

http://www.tibet-travel-tour.net/Tibet_Cities.htm

If you look at bottom, you will see:

Xegar:
Xegar, also known as Tingri or Shekar Dzong is a new Chinese commune built at the foot of the ruins of Xegar Dzong.

New Tingri:
Also known as Shegar, it is a small town near Tingri.

The whole Shegar/New Tingri, Old Tingri confusion can be frustrating. Here is my explanation...

Shegar, also spelled Shelkar, Xegar and Shekar, and New Tingri/Dingri are the same place. Shegar is located about 7 kms off of the Friendship Highway.

The small village of Baber is often confused as being Shegar. Baber is the small village that sits on the Friendship Highway. Shegar is much larger and lies 7kms to the north of Baber.

Old Tingri, often referred to simply as Tingri or Dingri, lies some 60kms west of Baber along the Friendship highway.

Anyone know the Chinese script for Baber and Shegar?
