What would the consequences be if I was found to be travelling without a Tibet travel permit? Would travel only inside Lhasa be any different?

don't worry too much.. just make your way there, to be checked is quite unlikely. anyway, there is no choice cause you wont get a proper permit as an individual backpacker for all tibet.

#4 stop trying to sell worthless permits. Many people have bought there own train tickets without having to show a permit including myself, and no one checks on the train and once you are in Lhasa no one cares. It does depend a little on what city you are coming from though, whether you can buy them yourself or have to have Chinese person buy one.

Lets be clear here.............

If you don't have a Tibet Entry Permit....it is not a big problem.

If you don't have the correct internal travel permits (Totally diffferent from your entry permit) .....you MAY have big problems.....like being fined or sent back to Lhasa. Friends of mine were recently "busted" in Nagchu county by a bunch of PSB taking a picnic in a super remote place where they thought no-one would ever check permits. The result? A 5000rmb fine. (which was negotiable!!!) So all you posters above who confidently inform everyone not to get permits..........how about posting some factual information and not your opinion????

Realistically being checked for correct travel permits depends very much on where you going. There are no set rules on where you will be checked or not. However not having the correct permits and getting hauled up by the PSB can really screw up your trip.

Re: the orginal poster. Travelling in the Lhasa area (which is HUGE and includes Namtso, Ganden, Drak Yerpa, Drigung and Reting) is totally fine without any permits whatsoever. Any area outside this offically requires permits .....so its your choice?
Oh......and travelling along the friendship hwy to nepal does not require permits as long as you are travelling directly and not stopping off in places like Sayka or EBC where you DO need permits.
