I Liked LS Lucky Snow Hotel, with Paris Hotel on top. Owned by Tibetan and 3 min from Barkhor area.

I found it cheap and kind of clean. front desk speak only Tibetan and chinese mostly though.

I stayed at Rama Kharpo in june 2010. I booked directly via internet. The room costs 200 rmb for one or 2 people with breakfast . the food is good.
The room I was first offered smelled badly. a mix of mould and I don't know what. I heard other visitors complaining about bedbugs. I didn't have that problem, neither did my travel friends using 2 other rooms. The hotel is in the muslim neighbourhood, less than 10 minutes from Barkhorstreet. There are lots of Tibetan monks staying there. The restaurant serves the best momos I had in Tibet. Their food is good and the price is ok. The young woman working at the reception speaks english and does her best to take good care of the guests.
I also stayed in another hotel called "the happy flower", closer to Barkhor, nicer street and nicer room, much cleaner than the first place, with breakfast for the same price. But I think you can get this room for a lower price if you book directly instead of with a guide geting commission. They have a chinese cook that cooked the best dinner I had in 17 days Tibet. There is wifi in the rooms and the reception guy is very friendly. On the roof there were some Tibetans playing a game and making lots of noise, which kind of sounded like wolfs noises. We complained because it went on all day until evening late and the next day it was gone.
