We are organizing our trip in Tibet but we know that the TTB has recently enforced the rules to enter TAR.
We are in conctac with an agency in Tibet (Banakshol) a couple of friends of ours suggested as been very good.
They told us they can arrange the trip we proposed and they can send us the Permit by fax.
My question is:
-can we travel from Chengdu to Lhasa with this copy of the Permit?
-can we buy the flight ticket throught another agency in Chengdu, for example the Sim's Cozy using this Permit?
I ask because we didn't understoos the new rules fully.

Here are some answers:

Yes, you can travel on this permit. The FIT at the Banak Shol will probably send you the permit in an email. Print out the permit and keep it with you until your Tibet trip is all the way finished. You may not get checked for this permit taking the train to Lhasa, but you will be checked for it if you plan to travel outside of the Lhasa area.

You can have another agency arrange a ticket for you or you can go to the air ticket office and do it yourself. As long as you have your permit in hand, you can get a flight to Lhasa.
