As far as I know,it is no problem about what u said.Why it is not possible?Losar is at 5th of May,there is no problem if you apply for your permit in advance.
This is absolute possible to travel to Lhasa form Kathmandu by bus with the group.
But from December to Feb there is only one day departure for group as we have every Tuesday and Saturday fix departure for group.
For the are very few company for this gudget tour.

I would definitely AVOID travel to Tibet at the end of February.
For the past three years (2008-2010) access to Tibet has been restricted beginning in late February and not reopened until the end of the first week in April. While no one can predict the Chinese, I would NOT recommend planning to enter Tibet after about Feb 25.
It doesn't matter if Nepal or Tibet based companies tell you that you can plan to travel at this time, the Chinese won't make a decision until the last moment so be prepared with plan B if you insist upon this timing.

last february i traveled from kathmandu to lhasa. it's a little cold but still very possible. tours leave once or twice a week this time of year. shop around at travel agents in kathmandu for the cheapest price, there's a huge range of difference for the exact same tour.
like ruth said, tibet has been closed during march for the last few years. i left kathmandu in late february and was in tibet at the very beginning of march, but i consider myself very lucky. the day i left tibet it was closed to foreigners. if you're already on a tour of tibet when the chinese stop issuing permits you will be allowed to finish your tour, but try to arrange your permits and leave as early as possible.
late february is a very risky time to attempt a trip to tibet.
Here are some thoughts on this:
There is no bus open to foreigners along the route from Kathmandu to Lhasa. All travel within the Tibet Autonomous Region must be done by private vehicle (except within Lhasa).
Most regions of the Tibetan Plateau, including the Friendship Highway close in late February and reopen again in early April. Most likely, no travel permits will be issued during that time.
