Received notice from Tibet Toursim Bureau this afternoon that all the tour operators in Lhasa should submit their non-Chinese tours in April, 2012 today. We upload this news here not indicating that Tibet will be reopen for sure after the short suspend in March, but this at leasts shows that the gov now is considering to reopen like previous years, on the other hand, it also says that the checking and verification of the Tibet permit becomes more and more strict. So, if you plan to travel to Tibet in this April, we advise you to book with your tour operators as soon as possible, the early booking increases the chance to get the permit approved earlier too.

we are informed to summit all our permit applications on Monday (Mar 26th) and some information leaked from TTB said the permit will be issued after Mar 28th, so the groups in April will not problem to enter Tibet same as last few years, the reason for holding the permit till 28th is as that day is an important anniversary of people liberation.
