Hi,
We are group of 12 people plan to travel to tibet in September ,from 2Sep to 15Sep .Start from Vietnam to Chengdu - Lhasa - cross the Nepal border and then fly back to Vietnam . I mailed to Tibet FIT tour agent ,and they reply us the itinerary and cost as bellow :

15 Days Trip Tibet Flight in-Drive out-Zhangmu:

01 2nd Sept Take the flight from Chengdu to Lhasa in morning .Relax in hotel for the rest of day or visit Bangkhor, Medium Hotel
02 03rd Sept Visit Drepung, Sera monasteries , Norbulinka, Medium Hotel
03 04th Sept Visit Potala Palace, Jokhang, Barkor Market. Medium Hotel
04 05th Sept Driver to Namtso Lake,(4700m) (240km) for one way, evening back to Lhasa. Medium Hotel
05 06th Sept Morning visit Ganden Monastery(50km for one way) and after lunch drive to Gyangtse (3850m) (260km) via Yamdrok Lake, Karola Glacier, Mount Nyenchen Khangsar. (7000m). Medium Hotel
06 07th Sept Drive to Shigatse(3900m) (90km), Morning visit Pelchoe Monasteryand Gyangtse Dzong. Medium Hotel
07 08th Sept Morning visit Tashi Lhunpo Monastery and then, drive to Shigar (4200m) via Sakya Monastery. (290km) Medium Hotel
08 09th Sept Drive to E.B.C Base Camp(5200m)(100km)and Rongbuk Monastery(4900m), evening back to Tingri.(4300) (160km). from there, you can see beautiful view of M.Everest, Mahakalu, Lhutse. Guest House with Domeroom
09 10th Sept Drive to Zhongba via Peiku Lake, Mt. Shishabangma (4500) (300km) Guest House with Domeroom

The tour cost is usd1200 per person . This is a little high when compare to trips of my friends . They travel to Tibet with the same itinerary ,do Kora in Kailash and stay in Nepal for 3 days . The total is 3200usd .

So would you advice us is this tour cost high or low ? and how can we deal for a lower price .

maybe 12 of you can use a bus of 19 seats instead of 3 jeeps, the main cost of this tour is vehicle fee, and you'd better include the all entrance fees, entrance fee in Tibet is not cheap, and it is time-wasting to buy ticket one after one since you have a large group of 12. Also, if you use 3 jeeps, this price is not high at all, the cost of all things in Tibet toursim increases year by year, especially the gasoline price for the vehicle.

The cost that you got is not high, but i am confused with your comparison to your friend's trip cost.
But the i think while you traveling, cost is not the most important part to concern, off course it is important but making the to in right way and get the suitable itinerary is what you are paying for.
I think the trip is little bit in rush and you can make some changes to make it more like holiday and give you some time to experience the trip, specially i think Namtso lake day trip is not making any sense as it will be long day drive for 500km round way and you have more other lakes in your trip already, so that also can reduce you cost little bit down.
But bus driving for this kind of trip is crazy idea and i would suggest 4 WD for the safety and comfort, and you can use bus for city tours in and around Lhasa at the begining which is easier and better for the short drive.
here i have drafted an itinerary and please ask your agent for their suggestion

Day 01. Arrival in Lhasa from Chengdu
Day 02. Lhasa tour, Jokhang temple and Sera monastery
Day 03. Lhasa tour, Potala and Drepung monastery
Day 04. Lhasa outskirt tour, day trip to Ganden monastery and Drak Yerpa hermitage
Day 05. Drive from Lhasa to Gyantse
Day 06. Driver from Gyantse to Shigatse
Day 07. Drive from Shigatse to Shegar
Day 08. Drive from Shegar to EBC and spend a night at the foot the might peak and get a lifetime experience
Day 09. Drive from EBC to Saga via Peku tso lake
Day 10. Drive from Saga to Lake Manasarovar
Day 11. Drive to Darchen and have a short hike to Gyandrak monastery up toward the Kailash peak
Day 12. Drive to Zanda and visit Thoiling monastery
Day 13. Day trip and free exploration around the ruins of ancient Guge kingdom and moonly landscapes in the Sutlej river basin
Day 14. Drive back to Lake and overnight at the lake side
Day 15. Drive back to Saga
Day 16. Drive all the way to Zhangmu
