About how long, time-wise, is the trip from Dulan to Pingtung either by the fastest bus or train service? Thanks!,

There's no station close to Dulan, so you'd have to get a bus to Taidong first (there's a Tourist Shuttle Route bus between the two: http://www.taiwantrip.com.tw/Besttour/Info/?id=40 , and probably local services as well), and the journey takes an hour. From Taitung train station, the fastest trains to Pingtung take around 2 hours or so.
