To apply for a pre-paid SIM card you need two forms of ID. Your passport and driver's licence from your home country will be OK. Just go to any of the offices of the telephone companies to apply. There are many around the city. The main companies are Chung Hwa Telecom, Taiwan Mobile and FarEasTone.

It is also possible to apply at 7-11 but they need to fax the forms and it is probably easier to do it at the phone companies' offices.

Calling cards are easy to purchase at any convenience store. You need to ask for a guójì diànhuà kǎ. Staff in some stores might get a bit confused about this especially if your Mandarin is not so good. Be prepared for a little frustration.
