Depends what kind of weather you are happiest with. From November to March it's often VERY cold, but the skies are generally clear, with crisp sunshine. From late June to September it's hot and very humid. July/August is the rainy season, so you can add torrential rain day after day after day to the hot and humid. Spring and autumn are by far the nicest times, but they are both very short compared to summer and winter.

October would get my vote overall, it's usually dry and sunny with pleasantly warm temperatures.

Citizens of El Salvador get a 90 day tourist visa when they arrive in Korea (http://english.visitkorea.or.kr/enu/GK/GK_EN_2_1_1.jsp).
And April or October are the best months to be here!

given a chance, i'll choose April (for cherry blossom) or October/November (for autumn feel).
i was able to visit seoul on 3rd week of June and it started to rain (with typhoon from Philippines).

happy planning to you angiele.
