In the Lonely Planet guidebook on page 245 Tuya, the owner of Chigistei Restaurant is mentioned as a helpful English speaking contact in Uliastai. I was there in June 2011 and met her friend Mandi (Mandakhnar Tsedenish) whose English is even better and who had time to help to organize a transport to Otgontenger Uul. She came personally to get me from the point where I finished my trekking. So I promised her to write to Lonely Planet and let you know that Mandi is a perfect contact for everybody who goes to Uliastai.
