Information on work visas can be found HERE. Basically, you either have a degree or the necessary number of years of experience. You seem to have the latter, so you need to find an employer willing to sponsor the work visa. Then, you apply together.

If you can't come to Japan for the interview, I don't know how you expect any employer to hire you. Language schools and some businesses send out recruiters, but I don't think chef jobs fall into that category.

There might be an occasional ad for chefs at THIS SITE.
You could also look at the paper edition (Monday only) or the ONLINE VERSION of The Japan Times. Other publications that might prove useful include Kansai Time Out and the Kansai Flea Market. Both are online and in paper versions.

Be prepared to be asked for your level of Japanese ability.

I see two choices. Come here on a tourist visa and interview around till you find an employer who will also sponsor a visa. Most "italian" restaurants are run by Japanese, but usually the "better" ones are run by italians.
