Good point, jpdem. I'm not well and so it's not easy to get round and work things out as fast as I would like. I just heard a rumour that Western Union is blocked in Lhasa these days. Will let you know if I find out. Hopefully the bank situation will be resolved.
Albeamer, I lived in Chengdu for a few months a couple of years ago. I regularly bought international calling cards from a shop there. They were easy to find in Chengdu at that time. So far unsuccessful finding one in Lhasa.

I can't conveniently look up the numbers now, but I recall ATT and some other US carriers have Chinese local numbers you can call to arrange a collect call to the US.

I stand to be corrected. I should have said “No such paper animal in China anymore.”
Started about 2005, I too, bought calling cards in Beijing and Shanghai regularly. In the last several years, I could not recall seeing calling card anymore. Just because I could not find them in Beijing or Shanghai, I should not have assumed that it did not exist in other cities, such as Chengdu.

#11: maybe it was AT&T USA Direct? I used it a couple of times in airports. The AT&T operator patched me to Bell Canada operator and my bank did not hesitate to accept the collect calls.
