There is a great Tex-Mex place in Urumqi. Its called The Texas Cafe and has great Tex-Mex, burgers, shakes, and beer. Its kind of hard to choose to sit in doors in the get-away decor or on the front or back porch in the local minority culture under the grapevines. Also, if you need some help getting oriented all the staff speak great English and have lonely planet books for reference.
If you get to the South Gate (NanMen) you are very close...just west and across RenMin road from the computer market...follow the grape pavilion and you can't miss it. You can call them too at 281-0025. Don't forget they use Xinjiang time here so the hours are 1-11pm (beijing time).

OP, why do I think it's an ad? This is your first post. OTOH, your English seems like a native speaker and not a Chinese.

As a resident of Shanghai and a former resident of Texas (and California native), I'd posit that you can't even get good Tex Mex in some states which border Texas (Arkansas, Oklahoma, Louisana have been found to be lacking).
So color me skeptical that there's a place with "great Tex-Mex" in Xinjiang.
I would note that Taco Loco in Hong Kong does excellent tacos, but I believe the woman who runs it is from Los Angeles.
